- In this talk I will describe our recent proposal of a new phase arising in mixed valence insulators motivated by the intriguing observations in SmB6. This state, which we call the "composite exciton fermi liquid", has a fermi surface of emergent neutral fermions and is an insulator to electric charge but can conduct heat like a metal and displays an analogue of the de-Haas van Alphen effect. I will describe a theory of quantum oscillations in insulators with an emergent fermi sea of neutral fermions minimally coupled to an emergent U(1) gauge field, which is relevant to the spinon fermi surface state proposed in organic materials as well as to the composite exciton fermi liquid state. .
